What severance pay is in Turkey

Severance pay (kıdem tazminatı) is a statutory entitlement that accrues from the employment relationship itself. After one year of service, a qualifying termination entitles the employee to 30 days' gross pay for every year worked, pro-rated for part years.

It is not a discretionary payment and it is not negotiated. Employers new to Turkey should treat it as a balance-sheet item that grows quietly from the first year onward.

The all-in salary, and the statutory ceiling

The calculation uses the all-in gross salary, not the base gross: regular benefits such as transport, meals and recurring bonuses are included. One-off and irregular payments are not.

The amount payable for each year cannot exceed a statutory ceiling, revised every January and July. Which ceiling applies is decided by the termination date, not the payment date — an employee who leaves in December and is paid in January is settled on December's ceiling.

Frequently asked questions

Who is entitled to severance pay?
An employee with at least one year of service whose contract ends for a qualifying reason. An employee who simply resigns is not normally entitled; military service, marriage (for a female employee, within one year of marrying), retirement and termination for just cause are among the exceptions.
Is severance pay taxed?
It is exempt from income tax and from social security contributions. Only stamp duty of 0.759% is deducted, which is why the gross and net figures are close.
Do part years count?
Yes. Months and days beyond a full year are paid pro-rata at the same rate. An employee with three years and six months is entitled to three and a half years' worth.
